The Cyprus Institute (CyI, http://www.cyi.ac.cy), is a non-profit science and technology research and educational institution and is currently seeking to recruit a highly motivated and versatile professional for the position of Finance Officer whose primary responsibility will be the Institute’s financial project management.

Job Description

As a member of the Accounts Department, the Finance Officer will be responsible to support the Institute’s research activities through establishing the appropriate finance related procedures and managing the finances of all research grants and projects. Furthermore, the holder of this position will be responsible for the oversight and coordination of financial reporting, planning and monitoring relevant to the implementation and compliance of project agreements with respect to research programs. More specifically, the holder of the position will have, among others, the below responsibilities:

Duties and Responsibilities

1. Financial Project Management
• To work closely with the Office of Sponsored Research and other Research leadership and staff to ensure the proper management of research grants
• To ensure that the implementation and management of project finances comply with the required sponsor and CyI regulations
• To provide support and guidance to Research staff through meetings, training, awareness-raising sessions relevant to project finances and timesheets
• To provide support in the preparation, consolidation, monitoring and reporting of budgets in compliance with CyI regulations and procedures
• To monitor expenditure of research grants, to provide reports to the appropriate authorities on a periodic basis and to prepare forecasts relevant to the research grants
• To establish and to maintain all relevant records and documentation necessary to the proper management of project finances.
2. Other Finance and Accounts related activities
• To assist in the development of general finance related policies and procedures as well as to make suggestions for the better financial management of the Institute’s activities.
• To prepare financial reports for the CyI leadership and management as well as for government authorities and other funding bodies for purposes such as audits.
• To carry out other finance and accounts related activities as needed.

Qualifications
• University degree (or equivalent) in Finance and/or Accounting related studies. Master degrees and/or professional accounting qualifications such as ACA, ACCA or CPA will be considered an advantage
• Previous experience and/or specialization to the management of EU research project funding will be considered an advantage
• Previous relevant experience of at least 3 years
• Excellent knowledge of the English language. Knowledge of the Greek language will be considered an advantage.
• Excellent IT skills in MS Office and particularly in Excel as well as ability in the use of other software and systems.
• High level organizational, analytical and problem solving skills
• Ability to multitask changing priorities with limited supervision in a high-pressure work environment
• High level of communication and interpersonal skills and the ability to adopt in a multicultural environment
The appointment will be initially for a fixed term period with the possibility of renewal. The salary will depend on the experience and qualifications of the successful candidate.

My client, an Offshore Drilling Services Contractor are currently seeking a Group HSE Advisor for their office based in Greece.

The Group Health and Safety Advisor reports to the Group Health and Safety Manager and provides functional support across the corporate and regional organisations.

Responsibilities:
Review and manage the companies Health, Safety & Emergency Response/Crisis Management systems and ensure their successful implementation and continued improvement.
Drive standardisation across the group and supporting regional drilling operations in overseeing their Health and Safety. This will also include:
• Monitoring the effectiveness of the supporting processes, procedures and systems including application at contractor / sub-contractor sites.
• Ensures adequate capable resources are available to provide HS support to wells activities within the regional operations.
• Part of a global network of QHSE professionals who ensure application of learning and management systems improvements in the regional operations.
• Assures that group and regional standards are being rigorously applied in Well activities in the regions.
• Procedure owner for Group H&S Management System Elements, e.g. Incident investigation, permit to work, risk management
• Maintaining an independent view of implementation of Safety & Operations Risk requirements and associated risks
• Providing deep technical support to the line
• Intervening and escalating as appropriate to cause corrective action
• Ensure appropriate HS policies, systems, standards, guidelines, procedures and bridging documents are in place to fulfill the requirements of the Company Management System, contractual and External Compliance requirements.
• Providing HS advice to the management team and all staff and promote line responsibility for HS.
• Develop and monitor plans to meet HS policy/standard requirements
• Develop performance standards to measure the successful implementation of the HS management system requirements and the performance of contractors
• Support delivery of the Integrated audit plan for HS processes and operational activities to ensure continuous improvement
• Ensure all staff and contractors are competent and have completed training where necessary.
• Ensure all legal requirements are understood and addressed
• Develop HS&ER Plans with Line Managers and Regional QHSE Managers

Skills & Experience:
• University Engineering, Science and/or HSE Science related degree
• Detailed knowledge of ISM, Flag State and underpinning requirements.
• Lead investigator
• Proven track record in HSE and operational drilling disciplines in international operations.
• Good understanding of Integrity Management/process safety controls in the drilling industry; Audit; Control of Work Principles and controls; Risk identification, Prioritisation & Management; Emergency Response/Crises Management; Incident Management & Investigation, Behaviour based Safety Programmes
• Familiar with barrier management and bow tie principles
• Management of Enterprise Risk Management Processes
• Strong personal and process safety leadership skills
• Respected technical contributor with ability to participate both internally and externally
• Strong communication skills with all levels of the workforce
• Chartered Member of IOSH or IEMA Chartered Professional Bodies.
• Experience and understanding of ISO 14001 or similar environmental management systems
• Understanding of security issues
• Excellent interpersonal, English language & communication (oral and written), engagement and team-working skills
